House Appropriations Committee Ranking Member Rosa DeLauro (D-CT-03) requested unanimous consent to advance her bill to fund the law-abiding agencies under the Department of Homeland Security (DHS): the Federal Emergency Management Agency (FEMA), Transportation Security Administration (TSA) Cybersecurity and Infrastructure Security Agency (CISA), U.S. Coast Guard, Secret Service, and more, while negotiations continue on securing the reforms to Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) that Americans are demanding. The request to consider the measure was blocked. Statement from Rosa DeLauro:

"If Republicans were really concerned with the impacts of this shutdown on federal disaster relief, cybersecurity, aviation security, and other functions, they would not be actively blocking those agencies from receiving funding. The bill I introduced would fully fund every agency under DHS, except for ICE, CBP, and the Office of the Secretary. The American public strongly support requiring federal agents to get a warrant from a judge before kicking in someone’s door, preventing the detention and deportation of U.S. citizens, prohibiting operations in sensitive locations like schools and houses of worship, ending racial profiling, mandating the use of body-worn cameras, allowing independent investigations into misconduct, establishing a legally binding use-of-force policy, and stopping the roving patrols of masked agents harassing bystanders exercising their constitutionally protected First Amendment rights. It is shameful that Republicans are holding up this crucial funding in order to avoid implementing these overwhelmingly popular and sorely needed reforms.”
